Horst Dreier

Horst Dreier (born 1954) is a German legal scholar. He received his doctorate in 1985 and completed his habilitation in 1989. After positions in Heidelberg and Hamburg, he was Professor of Legal Philosophy, Constitutional and Administrative Law at the University of Würzburg from 1995 to 2020; he became emeritus in September 2020. Dreier has been a member of the Bavarian Academy of Sciences and Humanities since 2003 and of the German National Academy of Sciences Leopoldina since 2007. From 2001 to 2007, he served on Germany’s National Ethics Council. His doctoral dissertation on Hans Kelsen contributed to the latter’s rediscovery in German constitutional scholarship. Among his notable works is “Staat ohne Gott. Religion in der säkularen Moderne” (2018), which originated in a fellowship at the Carl Friedrich von Siemens Foundation.
