Liniers was born in Buenos Aires in 1973 and worked as an Argentine cartoonist. He became best known for the comic strip Macanudo, which ran in the newspaper La Nación for 14 years. He also contributed to international magazines including Rolling Stone, Playboy, and The New Yorker. According to the available biography, one of his books was inspired by his two daughters.
